Why Kirkland Stumps Are an Access Problem

The grind itself is ordinary. Getting a grinder to the stump is not.

Downtown Kirkland and the waterfront: gates, tight side yards, no street parking for a dump chipper, and sometimes a bulkhead instead of a backyard. Juanita and Houghton: fenced rears and irrigation that nobody marked. Finn Hill: slope, sometimes Holmes Point Overlay, sometimes a stump sitting in a buffer you should not chew up without Planning. Rose Hill and Totem Lake: leftover construction stumps, required-landscaping trees that were not ours to take, and HOA strips that may actually be right-of-way.

Do I Need a Kirkland Permit to Grind a Stump?

Usually not as a standalone “stump permit” — but the tree that used to be there may have needed a notification or permit, and the ground may still be regulated.

• If the stump is from a tree we just removed under a city-approved path, grinding is typically the cleanup line on that job.
• If the stump is old and the tree is long gone, grinding is usually a yard issue. Still call 811. Still tell us if you are in a wetland buffer, stream buffer, landslide hazard area, shoreline setback, or Holmes Point Overlay.
• If someone cut a regulated tree (6 inches DBH+) without the city and now wants the evidence gone: we will not grind that into a cover-up. Kirkland still wants the file on emergency removals within 7 days. Unpermitted work can become a code issue. We do not invent a dollar fine here.
• Public property / right-of-way stumps are not a private grind. Street and park trees go through the city’s public-tree process.

Kirkland yards hide irrigation mains, landscape lighting, gas to the fire pit, and sometimes underground electric. PSE’s public safety language is blunt: high voltage can be underground. We will not run a grinder over an unmarked line to save a day.

If the stump is against a foundation, a bulkhead, or a neighbor’s retaining wall, we grind what is safe and leave what would undermine the structure. That leftover is not a failed job. It is the wall still standing.
