What Bellevue Trees Actually Need

The Eastside mix on Bellevue lots is not one prescription.

• Douglas fir and western redcedar(Somerset, Newport Hills, Lakemont, Cougar Mountain, Bridle Trails): deadwood, end-weight on long laterals over roofs, and clearance. Conifers do not sprout from old wood. A “reduction” that turns a fir into a pole is a removal in slow motion.
• Bigleaf maple and other deciduous shade trees(Lake Hills, Crossroads, Woodridge): structural pruning in dormancy, included bark, co-dominant stems, and storm sail. These are the trees that split in a Pineapple Express if nobody has taken sail out of the crown.
• Japanese maple, dogwood, ornamental cherry(Old Bellevue, West Bellevue, Surrey Downs): fine pruning. Fewer, better cuts. Over-thinning ruins the specimen you paid for.
• Fruit(apples and pears in backyards from Eastgate to Phantom Lake): dormant structure and fruiting wood. Not a crew with pole saws “shaping” in July.
• Street and arterial trees: Parks’ job on the trees they maintain. Adjacent owners who cut them without approval are in the city’s penalty chapter, not on our work order.

The 25 Percent Rule, in Plain Language

Bellevue’s Clearing and Grading code requires a permit for removal of more than 25 percent of the live crown of any significant tree or landmark tree that is required to be preserved (city code, land-use code, plat condition, or another legal requirement). Live crown means live foliage plus any branch or stem with functioning cambium.

What that means on a real lot:

• Taking deadwood and a few clearance cuts off a private maple is maintenance.
• Dropping a third of a landmark cedar’s crown so the Olympics show up in the listing photos is not maintenance. That is a removal-class permit, and it may still be the wrong prescription for the tree.
• Critical-area lots (steep Somerset / Cougar Mountain slopes, streams, wetlands, shoreline lots) have a tighter path. Geologic-hazard pruning per the city’s Tree Pruning Guidelines can proceed without a Critical Areas Land Use Permit in some cases; stream/wetland/NGPA work often needs a Vegetation Management Plan. We flag this on the site visit instead of guessing from the street.

Street Trees, HOAs, and Neighbors

Parks street trees. Bellevue Parks maintains street trees and arterial landscapes on a cycle (young trees annually, mature trees about every seven years). Do not prune them. Report problems through Parks’ street-tree inventory or, for ROW the Parks department does not maintain, Transportation Operations at (425) 452-7840 / OMSupport@bellevuewa.gov.

Private trees that overhang the sidewalk or street. Limbs on your tree that hang over the ROW may still need a Right-of-Way permit if the work cannot be done entirely from your lot. We check before we set a chipper on an arterial.

HOAs. Many West Bellevue, Bridle Trails, and Lakemont associations stack architectural rules on top of the city. The city permit and the HOA approval are different pieces of paper.

Boundary trees. Per Bellevue’s tree-removal page, ownership follows the trunk. If the trunk straddles the line, it is owned jointly.
